In view of the bomb blasts in Mumbai's suburban railways, he demanded from the Central Government to empower the states to implement strict laws. [49] In his words -
"Terrorism is worse than war, there is no rule of a terrorist." A terrorist decides when, how, where and whom to kill. India has lost more people in terror attacks than in wars. " [49]

Controversies and criticisms
2002 Gujarat riots
On February 27, 2002, kar sevaks coming back from Ayodhya to Gujarat were burnt alive by setting fire on Muslims in a standing train at Godhra station by a violent mob of Muslims. In this accident 59 activists were killed. [51] In response to this incident, the Hindu-Muslim riots broke out in entire Gujarat. Most of the deaths of 1180 people were of minority. For this, the New York Timesblamed the Modi administration. [36] Several opposition parties, including Congress , demanded Narendra Modi's resignation. [52] [53]Modi, while recommending dissolution of the Tenth Assembly of Gujarat, submitted his resignation to the Governor. As a result, President's rule came into effect throughout the state. [54] [55] The elections were again held in the state in which Bharatiya Janata Party won 127 out of the total 182 seats of the Legislative Assembly under the leadership of Modi.
In April 2009, the Supreme Court of India sent a Special Investigation Team to know whether there was no conspiracy of Narendra Modi in the Gujarat riots. [36] This special investigation team was sent on the complaint of Zakia Zafri, widow of Congress MPAhsan Zafri who was killed in the riots . [56] In December 2010, the Supreme Court ruled on the report of the SIT that no concrete evidence was found against Narendra Modi in these riots. [57]
Then in February 2011, the Times of India alleged that some facts were deliberately hidden in the report [58] and in the absence of evidence, Narendra Modi can not be freed from crime. [59] [60] The Indian Express also wrote that the report may have spoken of not getting evidence against Modi but it was not free from the crime. [61]According to a report published in The Hindu , Narendra Modi justified the situation on such a terrible tragedy but justified the killing of Muslim militants in the riots in Gujarat. [62] Bharatiya Janata PartyDemanded that the Congress party's political interest in leaking the report of the SIT after publishing it should be examined by the Supreme Court. [63]
The Supreme Court, without any verdict, asked a magistrate in Ahmedabad to take an unbiased investigation and give an immediate decision. [64] In April 2012, another Special Investigation Team reiterated that it was true that these riots were horrific but there was no direct hand in the riots of Narendra Modi. [65] On May 7, 2012, Special Judge Raju Ramachandran, appointed by the Supreme Court, submitted that the report was submitted to Narendra Modi for the Gujarat riots under section 153 A (1) (a) and (b), 153 B ( Indian Penal Code ) 1), 166 and 505 (2), can be punished in the crime of spreading the spirit of suppression among different communities. [66]However, while criticizing the Ramchandran report on this report, the Special Investigation Team (SITT) criticized it as a document filled with malicious and prejudicial bias. [67]
In an interview given to the new world editor Shahid Siddiqui on July 26, 2012 , Narendra Modi said in clear words: "In 2004, I have said before, why should I apologize for the 2002 communal riots? If my government has done so If I have done so, I should give him a simple execution. " The Chief Minister said again on Thursday, "If Modi has committed a crime then hang him on the gallows. But if I am called a criminal due to political compulsion, then I have no answer. "
This is not the first time when Modi has said this in his defense. They have also argued before this that how long will they be sitting in Gujarat for the past? Why not see how much progress did Gujarat have made in the last decade? This has benefited the Muslim community too.
But when asked about this by the Central Law Minister Salman Khurshid , he replied in a tone: "If in the last twelve years, FIR lodged against the chief minister of Gujarat once, then how can you convict him? Who is going to execute them? " [68]
According to Mohammed Hashim Ansari, 92, who fought a legal battle for Babri Masjid for the last 45 years, the prime ministerial candidate of BJP in the state of Narendra Modi , all Muslims are prosperous and prosperous in Gujarat . In contrast, the Congress always keeps on creating Modi's fear among the Muslims. [69]
During his visit to India in September 2014, Australian Prime Minister Tony Abbott said that Narendra Modi should not be blamed as the Chief Minister of Gujarat for the 2002 riots as he was only a 'presiding officer' at that time in "countless investigations" The culprits have proved to be clean. [70]

On this occasion, LK Advani , the party's top leader , has not been present and party president Rajnath Singh announced this. After the prime ministerial candidate was nominated, Modi's first rally took place in Rewari city of Haryana province . [74]
